A sequence of throws of a die will look very irregular and chaotic to us; even if we already observed the outcomes of a thousand throws, we are not in a position to predict the outcome of the next throw. We might call this phenomenon local irregularity, or disorder. However, even though we cannot predict the outcome of the next throw, we feel confident that in the long run, the relative frequency of, say, 6 will stabilize around a certain value (1/6 in the case of un unbiased die). We shall call these global regularities statistical regularities. As a first approximation, we shall call a sequence random if it exhibits both these characteristics, disorder and statistical regularity. A sequence can exhibit statistical regularity without being disordered. An example is Champernowne’s number obtained by writing the positive integers in an infinite sequence:
